Use legal neighborhood street parking around East Franklin, North 28th and Libby Terrace. Spaces are limited at sunset and during Church Hill events; avoid driveways and permit restrictions.

Open daily from sunrise to sunset under Richmond city park rules. Special events and maintenance can affect individual lawns or streets.

Do not depend on a public restroom inside this small overlook park. Use facilities before arrival and plan around nearby open businesses or event provisions.

Ordinary park, overlook, playground and path access is free. Permitted events and commercial activities may charge separately.

The upper terrace and overlook can be approached by street, while hillside steps and lower paths are steep. Curb conditions and limited close parking may affect step-free access.

Richmond's current published city-park rules do not list Libby Hill Park among the parks where dogs are allowed. Bring only a qualified service animal unless current signs or the park office state otherwise.
